Mission
The PTW Manager is responsible for the overall management, governance, and assurance of the Permit to Work (PTW) system for MMSP construction railway operations. The role ensures that all construction activities (track and room), rail vehicle movements, worksites, and interfaces are effectively planned, coordinated, authorised, and controlled in accordance with the Construction Commissioning Rail Rule Book (CRRB), project requirements, and applicable safety standards.
The PTW Manager provides leadership to the PTW team and ensures that work activities are safely coordinated across the Depot, Mainline, stations, and associated construction work fronts.
Main Responsibilities
Permit to Work Management
- Manage and maintain the MMSP Construction Permit to Work system.
- Ensure all permits are reviewed, coordinated, authorised, issued, monitored, suspended, and closed in accordance with the CCRRB and project procedures.
- Ensure permit conditions, worksite boundaries, protection arrangements, and access requirements are clearly defined and communicated.
- Maintain oversight of all active permits and worksite activities within the construction railway environment.
- Act as the approving authority for PTW activities where delegated by the Construction Railway Operations Manager.
Worksite and Activity Coordination
- Coordinate and deconflict simultaneous construction activities through the PTW and Co-Activity PTW processes.
- Ensure multiple work parties can safely undertake activities within the same or adjacent work areas without creating unacceptable risks.
- Facilitate weekly work planning meetings and permit coordination meetings.
- Ensure worksite interfaces between contractors, rail vehicle operations, plant activities, and infrastructure works are effectively managed.
Construction Railway Operations Interface
- Coordinate with the Construction Railway Operations Manager, Rail Movement Controller (RMC), Worksite Safety Supervisors (WSS), Works Train Managers (WTM), Work Party Supervisors (WPS), and other authorised persons.
- Ensure PTW arrangements support safe rail vehicle movements and construction railway operations.
- Review proposed works that may impact rail operations and implement appropriate controls.
- Manage operational conflicts between work activities and rail vehicle movements.
Compliance and Assurance
- Monitor compliance with the CRRB, PTW procedures, and project safety requirements.
- Conduct periodic audits, inspections, and reviews of PTW implementation.
- Investigate PTW-related incidents, breaches, near misses, and procedural non-conformances.
- Implement corrective actions and continuous improvement initiatives.
- Maintain PTW records and documentation in accordance with project requirements.
Leadership and Management
- Lead and supervise PTW Coordinators and associated PTW personnel.
- Provide mentoring, training, and competency development for PTW staff.
- Promote a positive safety culture and ensure adherence to safe systems of work.
- Act as the escalation point for PTW-related issues, permit conflicts, and worksite coordination matters.
Profile
- Degree, diploma, or recognised qualification in Engineering, Construction Management, Railway Operations, or a related discipline.
- Minimum 5 years' experience in construction, infrastructure, railway, or other safety-critical operational environments.
- Demonstrated experience managing Permit to Work systems and worksite coordination processes.
- Experience coordinating multiple contractors and concurrent construction activities.
- Strong understanding of construction safety management systems and risk management principles.
- Excellent communication, leadership, and stakeholder management skills.
- Proficiency in Microsoft Office and electronic permit management systems.
- Strong written and verbal English communication skills.
